The forum import has set everyone's posting interface to "minimal", which doesn't show options for smilies, etc...

I have reset *all* users to use the "enhanced" mode.

You can change modes from the User CP -> Edit Options (http://www.icompact.com/forums/profile.php?do=editoptions) page (scroll down to the bottom) There are three options:
basic - just basic text input
standard - shows some font colors and size options
enhanced - shows options for smilies, images, and additional formatting
